Case Study: Four-Year Strategic Culture Plan

Co-created a bold, people-centered vision and strategic roadmap for culture change.

The Challenge


The U.S. Department of Education (ED) recognized the need to go beyond compliance in responding to the White House’s Executive Order 14035. Rather than simply checking a box, ED’s leaders envisioned a workplace culture where diversity, equity, inclusion, and accessibility (DEIA) were not only policy priorities—but lived values, embedded into daily decision-making and employee experience.


To realize this vision, the agency sought to develop a four-year DEIA Strategic Plan that would reflect the voices of its workforce, align with agency-wide strategic goals, and serve as a roadmap for sustainable cultural transformation. With less than 10 weeks to meet federal submission deadlines, ED needed a trusted partner to guide the strategic development process.


The Solution


Over the course of the engagement, Kevin partnered closely with the DEIA Implementation Team to co-create a vision that was both ambitious and grounded in the realities of ED’s workforce. Kevin designed and facilitated a customized series of five working sessions that empowered ED stakeholders to shape their own DEIA future. These working sessions moved beyond abstract concepts—sparking honest conversations, shared accountability, and the co-creation of a vision rooted in the lived experience of ED’s workforce.


This structured approach enabled ED to identify key initiatives for immediate investment while laying the foundation for future impact. The resulting deliverables honored prior internal efforts, amplified employee voices, and positioned DEIA principles and practices as strategic levers for agency-wide performance and innovation, rather than siloed initiatives. The approach also helped define a governance structure that codified leadership accountability, sustained progress, and embedded transparency across all levels of the organization.


The Results


The engagement culminated in a bold and actionable 2022–2026 DEIA Strategic Plan, co-created and endorsed by ED leadership. The plan itself provided ED with more than milestones—it offered a roadmap for transformation. It translated aspirational DEIA goals into a culture-shaping strategy supported by strong governance, clear metrics, and momentum that extended well beyond submission deadlines.

Participants reported a renewed sense of purpose and ownership over the DEIA journey. The DEIA Implementation Team left the workshops with greater clarity, trust, and cohesion, citing that the process felt inclusive, empowering, and aligned with the agency’s broader vision for a more equitable workplace.
